Local London is one of four sub-regional partnerships in the UK’s capital city.
Founded in 2016, we represent nine local authorities in north east and south east London.
Our member authorities are Barking & Dagenham, Bexley, Bromley, Greenwich, Havering, Newham, Enfield, Redbridge, and Waltham Forest.
We represent around 2.6 million residents and 100,000 businesses. Our population makes us larger than the cities of Birmingham, Manchester and Liverpool combined.
Our primary focus is on growing this part of London.
Growth is a broad term and can mean everything from providing opportunities for residents to develop the skills and knowledge they need to find jobs; or providing opportunities for businesses to broaden their delivery model to generate more income; or giving young people sound advice and knowledge about the employment options available to them in the future.
Growth can also mean identifying and catalysing opportunities that benefit the economies of our places, like building new transport or digital infrastructures; attracting new industries and sectors; and influencing decision makers nationally and regionally to invest.
Our three-year plan ‘Towards 2026’ sets out our ambitions for our fast growing part of London.
Our Structure
Local London represents our nine member boroughs. We have our own governance model and structure for delivery.
Our team are kindly hosted by Redbridge Council on behalf of all our member boroughs. Our staff have Redbridge email addresses and our office is in Ilford.

Cllr Anthony Okereke is the Chair of Local London and Leader of the Royal Borough of Greenwich.

Bexley’s Cabinet Member for Place Shaping
Cllr Cafer Munur
Cllr Cafer Munur is Bexley’s Cabinet Member for Place Shaping, dealing with regeneration and growth, planning, skills and employment and heritage assets. Prior to joining the Council Cafer worked in the financial sector for 13 years and now runs a local business with his wife.

Cllr Ray Morgon
Cllr Ray Morgon is the Leader of Havering Council (Havering Residents Association) and chairs Local London’s Employment and Skills Board.
Ray Morgon was elected as Leader of the Council in May 2022, making history as the first Council Leader in London to come from a non-national party. Ray is passionate about bringing positive change for local residents and lobbying for better funding, investment opportunities and transport improvements for Havering.

Mayor of LB of Newham
Rokhsana Fiaz OBE
Rokhsana Fiaz OBE is Mayor of LB Newham and chairs Local London’s Growth Board.
Rokhsana Fiaz has served as Executive Mayor of Newham since May 2018. She is portfolio lead for Inclusive Economy, Strategic Housing Delivery and Culture. She is also London Council’s Data and Innovation lead, co-chair of the Royal Docks Enterprise Zone and represents Local London on the Thames Estuary Growth Board. She was awarded the OBE for services to Black and Minority Communities.

Leader of LB of Redbridge
Cllr Kam Rai
Cllr Kam Rai was elected to Redbridge Council in 2014 and Leader of the Council in July 2024. He had held the Finance portfolio for 10 years and was Deputy Leader of the Council. Cllr Rai grew up in Redbridge where he raised his family, with a career in financial advice.

Cllr Williams has been Leader of the London Borough of Waltham Forest since September 2021. She also serves as Deputy Chair of London Councils and its Executive Member for Housing and Regeneration.

Ade Adetosoye CBE
Ade is the Chief Executive Officer (CEO) of Bromley Council. Prior to joining Bromley Council, Ade worked in several senior positions and transformed services in both the City of London, Waltham Forest Council and Lambeth Council.
Ade is a Trustee/Governor of Coram, the United Kingdom’s first ever charity dedicated to supporting the adoption of children. He is also a Freeman of the City of London, a unique historical title that dates back to 1237, as well as being a Liveryman of the Haberdashers’ Company, an ancient merchant guild.

Andrew was appointed Chief Executive of London Borough of Havering in 2016, having joined in 2009. He has led major transformation, culture change, and partnerships. A qualified accountant with 30+ years in local government, Andrew also leads on health and social care for Havering, North East London, and London Councils.

Claire Hamilton
Claire is the Chief Executive, and the Head of Paid Service and she is the most senior officer in the Council. By providing leadership, and working closely with councillors and the Administration, Claire is responsible for the effective operation of the organisation to deliver outcomes that best serve the interests of residents, businesses, and visitors. Claire is also the Council’s Returning Officer and is responsible for the running of all elections in the Borough.

Skills and Employment Board
Oversees the skills strategy and Local London skills and employment programmes. Engages on issues including the new deal for young people, helping Londoners into good work, green jobs and skills.
Growth Board
Oversees the local London e-business and Digital Infrastructure programmes. Engages on topics including infrastructure, digital inclusion, London economic recovery framework and engagement with the economic corridors.
Programme Board
Provides monitoring and risk assurance over our suite of externally funded programmes and seeks out future opportunities that align to our ambitions.

Stephen oversees the work of all the programmes we deliver and manage with and on behalf of our boroughs.
Caroline manages our integration hub and is working to create a ‘no wrong door’ approach for people looking for work / training, businesses and employers, and employment services.
Philip is our policy lead and oversaw the launch of the Local Skills Improvement Plan.
Robin is our digital lead, and is actively supporting our boroughs to attract investment to improve digital connectivity across the sub-region and beyond.
Sarah heads up our award-winning employment support team that manage a portfolio of programmes to help people including those furthest from the job market to find and stay in good work.
Tracy leads our award-winning careers hub team that work with over 97% of education establishments across our sub-region to ensure students can make their best steps post-16.
