Local London is one of four sub-regional partnerships in the UK’s capital city.
Founded in 2016, we represent nine local authorities in north east and south east London.
Our member authorities are Barking & Dagenham, Bexley, Bromley, Greenwich, Havering, Newham, Enfield, Redbridge, and Waltham Forest.
We represent around 2.7 million residents and 100,000 businesses. Our population makes us larger than the cities of Birmingham, Manchester and Liverpool combined.
Our economy already contributes over £60 billion annually and has grown faster than any other part of Outer London since 2010.
Our primary focus is on growing this part of London and our Vision is our blueprint for achieving this.
Our Structure
Local London represents our nine member boroughs. We have our own governance model and structure for delivery.
Our team are kindly hosted by Redbridge Council on behalf of all our member boroughs. Our staff have Redbridge email addresses and our office is in Ilford.

Leader of LB of Barking and Dagenham
Cllr Dominic Twomey
Cllr Twomey is the Leader of the London Borough Barking and Dagenham.
His leadership at LB Barking and Dagenham has been instrumental in shaping the borough’s financial strategy, digital transformation and organisational and commercial development, whilst delivering better outcomes for residents.
Cllr Twomey champions innovation in public service delivery, focusing on staff wellbeing, inclusion and performance improvement.
Leader of LB of Bexley
Cllr David Leaf
Cllr David Leaf is Leader of the London Borough of Bexley.
Cllr David Leaf is a senior and experienced figure in local government and has been the Leader of the London Borough of Bexley since November 2025. Prior to becoming Leader, David served as the Cabinet Member for Resources since 2018. He has worked as part of a strong team to deliver balanced budgets, corporate transformation and efficiencies and significant levels of new investment in key frontline services. David also holds senior roles with London Councils and the LGA.
Portfolio holder for LB of Bromley
Cllr Yvonne Bear
Cllr Yvonne Bear is the portfolio holder for Renewal, Recreation and Housing in the London Borough of Bromley.
Yvonne Bear was elected as a Councillor for St Mary Cray Ward in the London Borough of Bromley in 2018 after retiring from a long career in banking.
In 2022, Yvonne joined the cabinet as portfolio holder for Renewal, Recreation and Housing which includes Planning, Housing, Property, Regeneration, Culture and Leisure, and Economic Development. In this role, Yvonne has overseen the refurbishment of the council libraries, leisure centres, and the regeneration of cultural assets such as Crystal Palace Park. She also leads on the Bromley Homes for Bromley People programme, which is delivering hundreds of new affordable homes, Opportunity Bromley, the borough’s first inward investment service, and Bromley Works, the borough’s employment and skills service.

Cllr Alessandro Georgiou
Cllr Alessandro Georgiou is the Leader of the London Borough of Enfield.
Cllr Alessandro Georgiou was first elected to Enfield Council in 2014 and has served continuously since. In 2022 he became Leader of the Opposition and Conservative Group and following the May 2026 local elections he is now Leader of Enfield Council.
During the 2024 Mayoral and GLA elections, he was elected as a London-wide Member serving on the Economy, Budget and Performance and Oversight Committees.
He is passionate about safer streets, protecting Green Belt and improving Enfield for all residents.

Cllr Anthony Okereke
Cllr Anthony Okereke is the Leader of the Royal Borough of Greenwich.
As Council Leader he has established a refreshed vision for the borough focused on improving the quality of life and health of residents, tackling the cost-of-living crisis, and combating the climate emergency. Anthony is determined to see a capital that is built for all, with safe and secure housing, vibrant neighbourhoods and of course – fantastic parks and green spaces

Cllr Keith Prince is the Leader of the London Borough of Havering.
Mayor of LB of Newham
Forhad Hussain
Cllr Forhad Hussain is Mayor of the the London Borough of Newham.
He was elected Mayor of Newham in May 2026.
He served as a Labour councillor in Newham from 2010 to 2018, holding senior roles including Cabinet Member for Commercial Opportunities, Cabinet Member for Crime and Anti-Social Behaviour, and Chair of the Audit and Pensions Committee.
As Mayor, he is focused on delivering cleaner and safer streets, improving housing services, supporting young people and families, and ensuring residents remain at the heart of decision-making across the borough.

Cllr Kam Rai
Cllr Kam Rai is the Leader of the London Borough of Redbridge.
Cllr Kam Rai was elected to Redbridge Council in 2014 and Leader of the Council in July 2024. He held the Finance portfolio for 10 years and was Deputy Leader of the Council. He is Deputy Chair of London Councils and has served as Chair of LGA Resources Board.
Kam is focussed on making Redbridge a place which everyone is proud of and a place where everyone feels they belong. Cllr Rai began his career in financial advice and grew up in Redbridge where he raised his family.

Cllr Paul Perkins and Cllr Eva Tabbasam
Cllr Paul Perkins is the Leader of the London Borough of Waltham Forest.
He was elected to Waltham Forest Council in 2026.
Before his election, Paul spent seven years working in local government at the London Borough of Redbridge and Westminster City Council. A Waltham Forest resident for more than a decade, he previously served as Co-Chair of the Waltham Forest Green Party.
As Leader, Paul is committed to improving local services, tackling inequality and the climate emergency, and putting residents at the heart of decision-making.

CEO of LB of Barking & Dagenham
Fiona Taylor
Fiona Taylor is the Council’s Chief Executive, a position she has held since May 2022.
She is Barking & Dagenham’s principal advisor on governance and advises the Leader, Cabinet, Chief Officers and Council Committees on strategy, policy and regulatory matters.
Fiona is a solicitor and has over 30 years local government experience working for several local authorities. Prior to her current role she was the council’s Director of Law & Governance and held the statutory position of Monitoring Officer for over 10 years.
A key focus of her role has been partnership working. Convening and influencing beyond her organisation working with the voluntary sector, statutory organisations and private business.

Paul Thorogood
Paul is the Chief Executive of the London Borough of Bexley, with extensive experience in local government and strategic leadership. Since joining Bexley in 2016, he has been instrumental in delivering the Council’s vision to improve the quality of life for residents and workers in the Borough. His background includes senior roles across several local authorities, and he previously served as Bexley’s Director of Finance & Corporate Services.
Paul also serves as a Governor for London South East Colleges (LSEC), supporting further education across Bexley, Bromley, Greenwich, and Lambeth.

Ade Adetosoye CBE
Ade is the Chief Executive Officer (CEO) of Bromley Council. Prior to joining Bromley Council, Ade worked in several senior positions and transformed services in both the City of London, Waltham Forest Council and Lambeth Council.
Ade is a Trustee/Governor of Coram, the United Kingdom’s first ever charity dedicated to supporting the adoption of children. He is also a Freeman of the City of London, a unique historical title that dates back to 1237, as well as being a Liveryman of the Haberdashers’ Company, an ancient merchant guild.

Perry Scott, Chief Executive of Enfield Council
Perry has enjoyed a career working across both private and public sector organisations. He was appointed Chief Executive at Enfield in May 2025, having previously been Executive Director for Environment and Communities for 16 months. During this period, Perry delivered significant organisational transformation and service improvements for residents.

Andrew Blake-Herbert
Andrew was appointed Chief Executive of London Borough of Havering in 2016, having joined in 2009. He has led major transformation, culture change, and partnerships. A qualified accountant with 30+ years in local government, Andrew also leads on health and social care for Havering, North East London, and London Councils.

Paul Martin
Paul Martin was appointed interim Chief Executive at Newham Council in July 2025. He previously held interim Chief Executive roles at Bristol City Council (2024/25), Ealing Council (2022) and the Government of Jersey (2021/22). Prior to that, he held permanent Chief Executives at Wandsworth and Richmond Councils (2010/2021), Sutton Council (2005/2010) and Peterborough City Council (1998/2002), as well as 3 years as a Senior Civil Servant at the Office of the Deputy Prime Minister (2002/2005).

Claire Hamilton
Claire is the Chief Executive, and the Head of Paid Service and she is the most senior officer in the Council. By providing leadership, and working closely with councillors and the Administration, Claire is responsible for the effective operation of the organisation to deliver outcomes that best serve the interests of residents, businesses, and visitors. Claire is also the Council’s Returning Officer and is responsible for the running of all elections in the Borough.

Skills and Employment Board
The purpose of the Board is to lead on and co-ordinate collaboration between the Local London boroughs and key partners.
This includes the Local London Skills Provider Network, employers/ business and the health sector to support residents in Local London to access skills and employability support and progress into good jobs.
Growth Board
The purpose of the Board is to lead on and co-ordinate collaboration between the Local London boroughs, and with external partners, in the delivery of economic growth for the benefit of residents and businesses.
This includes issues relating to transport and digital infrastructure, business and economic growth and the environment where they pertain to growth and innovation priorities.
Programme Board
Provides monitoring and risk assurance over our suite of externally funded programmes and seeks out future opportunities that align to our ambitions.

Stephen oversees the work of all the programmes we deliver and manage with and on behalf of our boroughs.
Caroline manages our integration hub and is working to create a ‘no wrong door’ approach for people looking for work / training, businesses and employers, and employment services.
Philip is our policy lead and oversaw the launch of the Local Skills Improvement Plan.
Robin is our digital lead, and is actively supporting our boroughs to attract investment to improve digital connectivity across the sub-region and beyond.
Sarah heads up our award-winning employment support team that manage a portfolio of programmes to help people including those furthest from the job market to find and stay in good work.
Tracy leads our award-winning careers hub team that work with over 97% of education establishments across our sub-region to ensure students can make their best steps post-16.
