New skills plan revealed to train local people for local jobs

We are delighted to publish our annex to the new Local Skills Improvement Plan (LSIP) for London, ensuring local training equips people with the skills needed by local employers. The new Local Skills Improvement Plan (LSIP) for London, covering the next three years, is one of 39 plans unveiled across England on 10 July 2026.

The London plan also explains how Business LDN and the sub-regions, who developed the plan with support from Skills England and the GLA, will work with education providers and other partners, including Job Centres, to ensure training meets local businesses’ needs and help tackle key issues including youth unemployment.

Our annex to the London LSIP provides detailed insight and analysis into the priority economic sectors and jobs that are in demand across our nine boroughs, as well as key actions to respond to meeting skills needs.

Developed in close collaboration with Business LDN and key local partners from across education and business, our research identified five priority sectors for addressing skills needs in this part of London:

  • Construction.
  • Creative.
  • Health and Social Care.
  • Logistics.
  • Manufacturing.

In addition, the annex for our boroughs focuses on six cross cutting priorities: digital and AI skills; green skills; behavioural, soft and employability skills; boosting youth employment; Integrating skills, work and health interventions; and boosting access to flexible training and skills.

Cllr Cam Rai, Chair of Local London and Leader of the London Borough of Redbridge said “The Local London sub-region boasts one of the UK’s largest and most rapidly expanding labour markets, as well as a young and diverse workforce. Unlocking our potential will only happen if businesses are able to access the skills that they need to grow.

The London LSIP and our sub-regional annex will ensure that training provision in this part of London better aligns to what our local businesses need.”

These LSIPs, alongside the emerging sector jobs plans and the other stakeholder dialogues we are having, is helping us build a much better picture of the skills needs throughout the nation.

Jacqui Smith, Minister for Skills said “For too long too many people have been locked out of opportunity, and businesses have struggled to recruit the skilled staff they need to build their workforce.

“Local leaders have a unique insight into the skills needs and opportunities in their area, which is why we are putting them in the driving seat to support their community.

“Our reforms, including to the Growth and Skills Levy and the Youth Guarantee, will build a workforce prepared for the demands of today as well as the jobs of tomorrow."

To take forward priorities identified in the Local London annex, we will be engaging with local employers and skills providers around the priorities identified in the Local London annex as well as sectors identified in the London Growth Plan. To that end we will be hosting a Skills and Employment Summit, planned for autumn 2026.

  • Skills England’s statutory guidance gave Strategic Authorities an enhanced partnership role in LSIP development with designated Employer Representative Bodies.
  • Employer Representative Bodies are responsible for engaging local small and medium-sized enterprises (SMEs) with development and delivery of LSIPs – to make sure their training need are met.
  • There is one LSIP for London, developed by Business with annexes developed by each of the capital’s sub-regional partnerships reflecting localised employer needs.
